Electric vehicles fail differently than gasoline cars, and most of these end in a tow:

• The main battery ran to zero and the car will not move
• A 12-volt battery failure, which locks the car down entirely
• A charging fault or damaged charge port
• A flat tire on a vehicle with no spare, which is most EVs
• Collision damage anywhere near the battery pack
• A car that will not shift into transport or neutral mode

On an electric vehicle the motors are geared directly to the wheels, so rolling the wheels spins the motors and generates current whether the car is on or not. That can damage the drive unit and, in a damaged vehicle, is a genuine fire risk. Every EV manufacturer specifies flatbed transport with all four wheels off the ground, full stop. If the car has lost all power, it may not release its parking pawl, which is exactly when skates and the correct tow eye matter rather than force.
